Technical Cluster North
On the Havana site in the north of Antwerp, Cordeel Belgium and TM Van Roey nv are building Technical Cluster North: an innovative, sustainable and efficient base of operations for city services. With nearly 60,000 m² of workspaces, logistics areas and support facilities, this site will soon be the daily workplace for 600 City of Antwerp employees.

A new home for city operational services
The city of Antwerp wants to modernize and centralize its logistics operation. More than 1,500 employees are responsible daily for maintaining parks, streets and buildings, organizing events and collecting garbage. Today, many of them work in outdated infrastructure. With Technical Cluster North, many of these teams will finally have a contemporary and well-equipped work environment.
The site is located along Havana Street, between the park-and-ride Luchtbal and the recycling park. The new complex includes a vehicle center, offices, warehouses, technical areas, locker rooms and all the support functions needed by city departments. Thanks to its location and proximity to public transportation and bicycle infrastructure, the site remains easily accessible.
Start of works and planning
Demolition of the old sheds has since begun. This begins the effective realization phase of the project, which is being carried out by Team ‘t Noord, a collaboration between Cordeel Belgium, Van Roey nv, Binst Architects and AAVO Architects. The project falls under a Design, Build & Maintain contract, with the team undertaking both design and construction and future maintenance.
Construction of the new infrastructure will begin in August 2025. If all goes according to plan, Technical Cluster North will be completed and commissioned by the end of 2027.
Comfortable, functional and ready for the future
The design places a strong emphasis on ease of use and efficiency. Large windows and a shallow office wing provide plenty of natural light and a pleasant working environment. Noise-sensitive areas such as offices are carefully separated from more noisy activities, such as in the vehicle center. Flexible spaces, column-free warehouses and generous floor heights make it easy to adapt the building to future needs and growth.
Sustainable, fossil-free and circular
Technical Cluster North will be a completely fossil-free and energy-neutral building. The compact and well-insulated building envelope minimizes energy consumption. A geothermal heat pump and a connection to the city heat grid provide heating and cooling based on renewable energy. 2,675 square meters of solar panels will be installed on the roof, enough to provide all of the building’s renewable energy.
Water management is also integrated: rainwater is collected, buffered and reused to the maximum extent possible for sanitary use, green maintenance and vehicle cleaning. In addition, circular construction principles are used whenever possible so that materials can later be disassembled and reused.
